North City Congress function as the fiscal agent of the City of Philadelphia in the administration of the Support Community Outreach Program (SCOP). As such, North City Congress’s responsibility is to orient grantees, provide technical assistance and initiate fiscal monitoring of the program. In addition, North City Congress indirect services to the program include training the agencies on proper invoicing, review documentation for programmatic appropriateness and fiscal completeness.
